Trumark Homes: New Homes in Oxnard California

For decades, the vacant land at the northeast corner of Harbor Boulevard and Fifth Street has been one of the most talked-about development sites on the Ventura County coast. Now, after nearly 30 years of delays, environmental remediation, ownership changes and infrastructure work, homes are finally on the way.

The 90-acre Northshore at Mandalay Bay community is beginning to take shape, bringing 292 new homes to one of the last large undeveloped stretches of Oxnard's coastline. For a county that continues to struggle with a severe housing shortage, it's one of the most significant residential projects currently under construction.

A Long Road to Development

The story of Northshore dates back to the late 1990s, when the first plans for the property were proposed. At the time, the vision called for hundreds of coastal homes overlooking Mandalay State Beach.

But getting there proved anything but simple.

The property had previously been used for oil and gas production and later served as an oil field waste disposal site from the 1950s through the early 1980s. Extensive environmental cleanup was required before any homes could be built. The project also encountered financial setbacks, multiple changes in ownership, a foreclosure during the Great Recession, and years of regulatory delays.

Another unexpected hurdle came when botanists discovered Ventura marsh milkvetch on the property—an endangered plant species that had previously been believed extinct in the wild. The discovery required redesigning portions of the project to permanently preserve habitat for the species.

After years of soil remediation, environmental review and testing, the California Department of Toxic Substances Control issued the site a final clean bill of health in 2021, clearing the way for development to move forward.

Harridge Development Gets the Project Moving

The current chapter began when Los Angeles-based Harridge Development Group acquired the property in 2023.

Rather than building homes themselves, Harridge followed a strategy common among land developers: preparing the site for future homebuilders. The company completed grading, utilities, sewer, water infrastructure and road improvements, transforming what had been an empty dirt field into finished residential lots ready for construction.

With the heavy infrastructure complete, Harridge began selling parcels to national homebuilders.

Trumark Homes Will Build the Single-Family Neighborhoods

In April 2026, Trumark Homes announced it had purchased 183 finished single-family lots at Northshore, marking the company's return to Oxnard. The homes will be built under the name Breakwater at Northshore, consisting of two neighborhoods: Tide and Drift.

The community is expected to offer four floor plans ranging from approximately 2,614 to 3,948 square feet on generous 5,000- and 6,000-square-foot homesites. Buyers can expect features commonly found in luxury coastal homes, including:

  • Rooftop decks designed to capture ocean and mountain views
  • Open-concept floor plans
  • Optional elevators
  • Home offices and lofts
  • Large outdoor entertaining spaces
  • Three- to five-bedroom layouts

Trumark says model homes and sales are expected to begin in late 2026, with pricing starting at $1,800,000 for their single story 2,600 floor plan. 

One interesting detail about Trumark is that it is majority-owned by Daiwa House Industry Co., Ltd., one of Japan's largest homebuilders. Founded in 1955 and headquartered in Osaka, Daiwa House has grown into a global real estate company with operations spanning residential construction, apartments, commercial buildings, logistics facilities and urban development across Asia, Australia and the United States. The company's backing gives Trumark access to significant financial resources while allowing it to continue operating as a California-focused homebuilder.

DR Horton Will Build the Condominiums

The remaining 109 residential lots within Northshore are planned as detached condominium homes. Those parcels have been acquired by DR Horton, the nation's largest homebuilder, which is expected to develop that portion of the community. Together, the Trumark and DR Horton neighborhoods will complete the project's planned 292 homes.

More Than Just Homes

Northshore isn't simply another subdivision.

Plans include:

  • Multiple neighborhood parks
  • Community gathering spaces
  • A public bike and walking trail along the Edison Canal
  • More than 15 acres of permanently protected open space
  • Preservation of the Ventura marsh milkvetch habitat
  • Direct proximity to Mandalay State Beach

The location is difficult to replicate. Residents will be just steps from the beach while remaining only minutes from Channel Islands Harbor, shopping, restaurants and the 101.

A Rare Opportunity on the Ventura County Coast

Large coastal developments like this have become increasingly rare in Ventura County. Limited available land, lengthy entitlement processes and high construction costs mean very few projects of this size are likely to be built along the coastline in the future.

With pricing starting at $1.8M, these homes will likely represent one of the few opportunities for buyers to purchase newly constructed single-family homes within walking distance of the beach in Ventura County.

For Oxnard, the project also represents something larger: the completion of a development that has spent nearly three decades overcoming environmental challenges, economic downturns and changing ownership. What was once an abandoned, contaminated parcel is now becoming one of the county's newest coastal neighborhoods.

With infrastructure largely complete and builders now in place, Northshore at Mandalay Bay is no longer just a plan on paper. After nearly 30 years, construction of this long-awaited community is finally underway.
