Introduction

The City of Ventura has launched a major infrastructure initiative: the Olivas Park Drive Extension and Levee Project. This project is set to reshape traffic flow, improve flood protection, and stimulate economic development in East Ventura. Project Background

The Olivas Park Drive Extension and Levee Project is a $51 million capital improvement by the City of Ventura. It will extend Olivas Park Drive and utilities approximately 4,500 feet from Golf Course Drive to Auto Center Drive. In addition, about 5,400 feet of new levee and floodwall will be constructed along the Santa Clara River to reduce flood risk for nearby properties.

The project’s goals are threefold:

  1. Improve traffic circulation and regional access

  2. Reduce flood hazards and enhance public safety

  3. Support economic growth and activate new commercial land in East Ventura

Planning for this project has been in the works for years. With final approvals in place, construction is now underway and is expected to continue through summer 2027.


Key Project Features

  • A new four-lane roadway linking Golf Course Drive, Perkin Avenue, and Auto Center Drive

  • A new levee and floodwall system built along the Santa Clara River to provide flood protection for the Ventura Auto Center and surrounding areas

  • Upgrades to existing roads including widening, resurfacing, and utility improvements

  • Installation of new traffic signals, street lighting, signage, landscaping, and irrigation

  • Funding through a mix of sources including Traffic Mitigation Funds, Wastewater Capital, the General Fund, Measure O, Gas Tax revenues, and contributions from adjacent property owners

Transportation and Connectivity
By extending Olivas Park Drive, Ventura will gain a new east-west link that connects major commercial corridors and improves emergency access. This will make it easier for residents, employees, and customers to navigate between key areas like the Ventura Auto Center, Golf Course Drive, and Victoria Avenue.

Flood Protection and Public Safety
The new levee and floodwall system along the Santa Clara River will provide vital protection against flooding. This is especially important for the Auto Center and nearby commercial properties, which have long been exposed to flood risk. The project also enhances emergency evacuation routes for East Ventura residents.

Economic Growth and Opportunity
Once complete, the improved road network and flood protection will make this part of Ventura more attractive for new business and commercial development. The project opens up previously underutilized land, encouraging new investment and job creation in the area. The city has even said they'd like to see big box retail here, offering IKEA, Costco and Bass Pro Shop as examples. 


Timeline and Traffic Impacts

Construction began in late August 2025 and will continue through summer 2027. Work is scheduled Monday through Friday, 7:00 a.m. to 5:00 p.m., excluding holidays.

Starting September 2, 2025, Olivas Park Drive is closed between Golf Course Drive and Perkin Avenue. The closure will remain in place until early 2027, when the new roadway is scheduled to open.

Traffic will be detoured as follows:

  • Eastbound: Olivas Park Drive → Golf Course Drive → King Drive → Perkin Avenue

  • Westbound: Perkin Avenue → King Drive → Golf Course Drive → Olivas Park Drive

Access to the Ventura Auto Center and surrounding businesses will remain open throughout construction, but drivers should plan for detours and allow extra travel time.


Challenges and Considerations

Construction of this scale will bring temporary impacts, including noise, dust, and occasional traffic delays. The city will provide advance notice for any utility shutdowns or significant disruptions.

Because the project involves multiple funding sources and agencies, coordination is key to keeping progress on track. The long-term benefits, however, are expected to far outweigh the short-term inconveniences.


What Residents and Businesses Should Know

  • Detours and temporary traffic controls are in place. Allow extra time when traveling through the area.

  • All Auto Center businesses remain open and accessible.

  • The city will post ongoing updates about road closures, progress, and traffic alerts on its official website.

  • When complete, the project will improve access, safety, and development potential for decades to come.
